Miami-Dade NOA vs Florida Product Approval

Two systems, one state

Florida operates a statewide product approval system covering building components affected by wind — windows, doors, roofing, shutters, structural connectors and similar. Products are evaluated and listed, and jurisdictions across the state accept that listing as evidence of compliance.

Miami-Dade County separately operates its own product control system, issuing Notices of Acceptance. The NOA is a Miami-Dade document, issued under Miami-Dade's testing and evaluation protocols, which are among the most demanding in the country.

The High Velocity Hurricane Zone

Miami-Dade and Broward counties comprise the High Velocity Hurricane Zone, a designation within the Florida Building Code carrying design and product requirements substantially beyond the rest of the state. For HVHZ work, jurisdictions commonly require product documentation demonstrating compliance with HVHZ protocols — which in practice usually means a Miami-Dade NOA.

A product with statewide approval may or may not carry the HVHZ testing behind it. Assuming it does is where contractors from elsewhere in Florida get caught.

Practical rules

• Working in Miami-Dade or Broward? Confirm your products carry documentation valid for HVHZ use before ordering, not before installing.
• Working elsewhere in Florida? Statewide product approval is generally what jurisdictions expect. A Miami-Dade NOA is typically accepted as well, since it reflects more demanding testing.
• Check the approval covers your specific application. Approvals are specific to configuration, size, attachment method and design pressure. A product approved at one size may not be approved at another.
• Check currency. Approvals and NOAs expire and get revised. An expired document in a submittal is a rejection.
• Match the design pressures. The approval has to cover the design pressures calculated for your specific opening and location. This is where structural engineers and installers most often diverge.

Why it matters more than it sounds

Product approval documentation is one of the highest-frequency rejection reasons in Florida permitting, and it is entirely avoidable. It is also one of the easiest things to verify before a package is filed — which is exactly why we check it as part of pre-submittal review rather than letting a plans examiner find it.
